About Us

Welcome to Upper Country Water updated Website!
Upper Country Water Improvement District is a Public Water System (PWS) in the State of Utah. The District service area encompasses approximately 104 square miles and is located in the North-Central portion of Duchesne County. The District supplies culinary water for the communities of Altamont, Altonah, Bluebell, Boneta, Mountain Home, Mount Emmons and Talmage. We currently service 150 miles of distribution lines with fresh, clean spring water from our source located in the Uintah Mountains.
Prior to the creation of the District, most residents relied on private wells as their culinary water source. Many residents found their wells had lost flow or had been contaminated and felt the oil and gas industry in the area contributed to that problem. The Town of Altamont had several public wells that were unreliable for their needs. Because of these culinary water issues, the communities united together, and in 1990, the Upper Country Water Improvement District was created by resolution of Duchesne County Commission.
